Default Bringing my belongings to AUS tax free: Initial Entry??

I have had an ongoing Permanent Return Resident Visa to Australia for
about 10 years. I have been in and out of the country many times since
my initial visa validation entry in 1995.
Now I would like to actually take up my residency. Can I bring
everything I owe now and claim my settlement tax free entry?
