3 years of residence for AU citizenship?

Default 3 years of residence for AU citizenship?

I have seen someone mention the above on this group. That it is going to be
implemented early in the 2006.

I tried to search immi.gov.au and citizenship.gov.au, but seen no
indication of that. Can someone point me to a relevant literature? Is it a
law alerady?
