- which country's law applies?
- does father have parental responsibility or equivalent rights to decide where child should live?
- if yes, a court order is probably needed if he will not agree
- noted that if father has already independently abandoned the country, a court would likely give less weight to his views. See a family law legal practitioner in country/territory where child lives.
