any help with 461 visa PLEASE!!!!!

Hi everyone
ok i have been looking and looking and reading and reading through websites, forums,questions and more paper work but still have got no further in this process. Im a 24 yr old south african female with uk citizenship and my fiance 37 is a new zealand citizen im hoping to try and apply for a 461 visa but dont know if i qualify.
we are currently living in brisbane he has a scv and im here on a 12 month tourist visa
We have been together for 2.5yrs but only living together for 19 months but of those 19 months i have had to leave oz twice, 2nd time cause my WHV ended so i moved to n.z and stayed with his family until i got another visa to come back to oz will this affect our application?
Second question.
we know the 461 isn't a route for permanent residence, but its a start for us to be together and me to stop being like a yo-yo. im sick of packing!!!!
we have also been looking into PR -he has been living in oz for bout 5 yrs working and living- he currently works in brisbane on the new tunnel-airport link. would he be able to apply for a permanent residency? or would it be better for him to try and get his company to sponsor him? or he has an aunty and uncle how live in brisbane who are australian citizens would it be easier for them to sponsor him??? not sure just got to much going around!
Im a qualified chef in the uk have been cheffing for the past 7 yrs would i be able to apply for a skilled work visa?
sorry i know its long and lots to read but any help would be greatly appreciated.

Afraid I don't know how the 461 works so will leave that for others but will comment on some of your other questions around PR.
Firstly you should be aware that one does not apply for PR per se. One applies for a visa and the visa may or may not be permanent. So your OH needs to identify a visa which he is eligible for, for example a skilled migrant visa. If he is short on points his aunt and uncles sponsorship will assist by bringing down the score but he would need to meet the skilled migrant criteria in every other way. There is a visa wizard on immigration website which might identify other options for him.
For yourself, you cannot apply independently but if you can find an employer willing to sponsor you then that is an option. Also check whether chef is on schedule 4 of the SOL, if it is and any state is sponsoring chef then it could be an option, although I think the chance is quite slim.
