Default Advice on work experience

Hi friends advice needed- My brother has completed his AQF III diploma from Tafe. His nominated occupation is Baker which is on MODL. I was wondering if we can claim MODL 15 points by showing that he has worked 20 hrs per week in last 1 year. Is this work experience has to be after he completed his course or his work experience during the course can be used. His was a paid employment period. Any views on this shall be highly appreciated- I understand there are many people here working in IT occupations and sailing in the same boat.
