You'll have to take her to an agent, since although in theory you could include her as a remaining relative (if she's the only family member not included and there are no odd step-siblings lying around), you've also been here for a shorter time than is normally required to become "settled".
So wherever you are, I'd suggest you first visit the IARC website at http://www.iarc.asn.au/publications/index.html and download their fact sheet 11, then try to find an agent who can explain to you how the normal period of being "settled" can be shortened - you might like, in fact, to start by calling IARC to find out what sort of free public services are available near you.

Unless you're in a regional area it might be hard to get her sponsored on a 457, but relatively easy for her to apply for a student visa, which if carefully planned could lead to you sponsoring her for PR in two years' time. There are a lot of technical courses available through TAFE and they're costly but not exhorbitant. Talk to TAFE about that first, to see what she'd like to do and the costs involved, and then talk to an agent. IARC wouldn't be so knowledgeable on that one, I don't think - you've got to choose a course with sponsorship for a Graduate Skilled visa in mind.
