Default ACS Skilled Assessment, need help to understand

Hi Guys, I received ACS skilled assessment today. I am trying to understand this;

Your qualifications have been assessed as follows:
Your Bachelor of Science Information Technology Management from Western Governors
University USA completed August 2013 has been assessed as comparable to an AQF Bachelor
Degree with a Minor in computing.
Your Professional IT Security Certification from ISC and ECCouncil completed September 2017
has been assessed as comparable to an AQF Diploma with a Major in computing.

The following employment after November 2017 is considered to equate to work at an appropriately

skilled level and relevant to 262112 (ICT Security Specialist) of the ANZSCO Code.

Dates: 05/12 - 08/15 - 3 year(s) 3 month(s)
Position: Senior Systems Support Professional
Employer: ABC
Country: Canada

Dates: 01/16 - 06/16 - 0 year(s) 6 month(s)
Position: Information Security Analyst
Employer: ABC
Country: Canada

Dates: 08/16 - 03/18 - 1 year(s) 8 month(s)
Position: Information Security Analyst II
Employer: ABC
Country: Canada

Dates: 04/18 - 04/19 - 1 year(s) 0 month(s)
Position: Senior Information Security Analyst
Employer: ABC
Country: Canada

The following employment has been assessed as not suitable.
Dates: 08/15 - 12/15 - 0 year(s) 0 month(s)
Position: IT Systems Support Analyst - Not Closely Related to the Nominated ANZSCO
Employer: ABC
Country: Canada

-- I understand that last experience is not suitable for my nominated ANZSCO.
-- What I dont understand, while they accepted my other work experience, about first line says "Work Experience after NOVEMBER 2017". Is that means, I can claim points for experience only after NOVEMBER 2017? which doesn't make sense because this is almost middle of employment from one of my employer.
--Can someone interpret this for me please?
-- Should I appeal or review? if any, what else document should I provide? it looks like they have accepted all work experience but giving points only after November 2017 which won't even make 2 years

This is explained in the ACS Guidelines for Applicants:

"If your degree is assessed as having an ICT minor which is closely related to your nominated occupation, you will require 5 years relevant work experience completed in the past 10 years or 6 years relevant work experience completed anytime in your past work history (whichever provides the earliest skill date) to meet the suitability criteria."

"The Skill Level Requirement Met Date will be noted on your ACS result letter and will be determined by the outcome of the suitability criteria. All relevant work experience completed after the Skill Level Requirement Met Date will be considered Skilled Employment and eligible for points under the skilled migration points test. The work experience required to meet the suitability criteria is NOT included as Skilled Employment and is NOT eligible for points under the skilled migration points test. The ACS assessment process will seek to find the earliest Skill Level Requirement Met Date possible for each assessment type."

So, because your degree only had a minor which was related to your nominated occupation, the first 5 years of employment experience is needed to get you to the level where you are considered "skilled". Your "skilled employment" for points purposes is therefore counted starting from the date you reached 5 years of related work experience.

Hi Paul, thanks a million for replying, appreciated. As I see from ACS guide, this is how they determine Major
ICT Major Criteria:
A Diploma, Advanced Diploma or Associate degree must have at least 50% ICT content. A Diploma, Advanced Diploma or Associate Degree with ICT content less than 50% is assessed as a Non-ICT qualification.
A Bachelor degree must have:
• 33% ICT content for a 3 year course
• 25% ICT content for a 4 year course
• 20% ICT content for a 5 year course
The ICT content must progress through all years of the program with the final year being at an advanced level

-- My university mention no major or minor. But I went through again courses description and certainly, more than 25% are related to my profession.
--Do you think appealing or reviewing will help them re-asses minor/mejor criteria?
here is link to description of courses for my bachelor degree

Unfortunately, "related to your profession" is not necessarily the same as "ICT content". I had a quick look at the course and a lot of it seems to be business related rather than ICT.

Thank you Paul Hand, I appreciate your time in replying my questions. Just one more thing. I submitted experience within 10 years time frame.
"If your degree is assessed as having an ICT minor which is closely related to your nominated occupation, you will require 5 years relevant work experience completed in the past 10 years or 6 years relevant work experience completed anytime in your past work history (whichever provides the earliest skill date) to meet the suitability criteria."

-- I did work in same ICT related role from 2006-2011 in one company (not in Canada though). If I submit a review or even new application and add that experience , would that make any difference in claiming points? I see ACS will take 6 years work experience complete any time. Is that means, if I add/submit 2006-2011 experience , that will bring few more years of experience available to claim points?
