Default 457 for 2 years, is skills assessment reqd for 175 still?

Hi i'm looking into two visa options as i've been in Oz on a 457 for over two years. I understand if I go ENS the skills assessment if waived. My employer previously has said they'll sponser me through all this and go through their HR, however getting round to it they're being a bit non-responsive recently although I am still employed with no hinting of that finishing, in fact we have a lot of future work. My question is if I went skilled independant 175 would the skills assessment still be waived?

No, your skill assessment should be done before you lodge a 175. It's a basic requirement
