actually... does anyone know what happens if you're already in NZ on a working holiday visa which expires in December and a work permit application decision is pending and a decision isn't made by the time the WHV expires? Do you have to leave NZ?

In theory , yes. No work visa. No stay in NZ.
If your WHV is about to expire , then go to an NZIS office or contact your NZIS case officer, explain the situation and see if you can gain a visitors visa so you can remain in NZ. That way, you will be here for when your work permit is approved.
