Yes this is correct - I get it because I am a migrant with an unstamped visa but my husband is from NZ and obviously travelling on his NZ passport so does not get the allowance.

We've just booked with Emirates on the special code. It goes like this:
Open bank account with lovely, helpful lady at ANZ
They send you special code
You go to Emirates website and put special code in, book flights, it doesn't say anything about your luggage allowance (this freaked me out)
You send a scan of your PR visa sticker and photo page of passport to special e-mail address
They give you extra 20kg allowance -big smiles all round.
Basically, you need to be travelling with an unstamped PR visa in your passport, and not staying anywhere else on the way.
With regards to the extra on the internal flight, we haven't booked this yet (thanks for the reminder!) but if you book additional luggage in advance with Air NZ, their rates seem reasonable. I think it's more expensive if you have extra luggage on they day, as they won't have planned for that, hence won't have extra aviation fuel.
