Default Work experience for Foreign Skilled Worker

In applying for PR through the Foreign Skilled Worker program, is the time you have been employed calculated on the day you submit your PR application or on the day that the CIC staff get around to reviewing your application?

For example, if I have been employed for 10-11 months and submit my PR FSW application, I will have less than 1 year of experience which would not give me enough points to qualify (hypothetically). But since the Express Entry FSW processing times are approximately 6 months, by the time the CIC staff review my application I will have over 1 year of experience and so my points would increase enough to allow me to qualify. Is this the way it works, or does my work experience have to be sufficient before my FSW submission date?

With the way express entry works now, you will only get points from information given at the time you fill your profile out so it needs to be a full year yes. If you have enough points, then you will get an invitation to apply for PR. Only once that application is in will it get anywhere someone official looking at.

Bear in mind though that there has only been one draw so far which has invited those with Canadian Experience Class to apply.

That's not correct I believe. Only one round has specified CEC as the program but the rest of the rounds have specified no program.
