Default Visa Quotas

Hi, does anyone have insight into how the quota system works. In that, let's say, CHC in London reach their quota of PR visas to be issued for 2008 in mid-November; does that mean that they do not process anymore PR applications until January 2009? Officers are then assigned to other tasks such as processing TWPs?

I'd be interested to find out.

What they do not do is issue PR visas if they have met their target. They still process other applications of course.
