Can US citizens live in Canada permanently without becoming Canadian citizen?

Yes, by becoming a Canadian Permanent Residents after applying and being
approved for PR status.

Only if they apply for permanent resident status, AND
they meet the qualifications, AND
the application is approved.

If it's approved, he hypothetical US citizen will be
issued an immigrant visa allowing him to come to
Canada and become a permanent resident.
