Default Can I transfer my PR application from one country to another?

Currently, I reside in the U.S. and my PR application is pending in the Buffalo embassy. If I move to my home country, can I still have the application processed in Buffalo? Or are they going to transfer the application to the Canadian embassy of my country? If they do so, will the process start all over again or they pick up from where Buffalo left?

I appreciate you sharing your experience and knowledge in this matter.

Thank you.

They will continue to process in Buffalo. They will not (in most cases)
transfer file. It will be up to you to obtain US visa, if required to
attend interview (US usually refuses) and you should maintain US address as
Buffalo will not return Passport to other than US or Canadian addresses.

So,
Let's say I go to Canada instead of my home country. Would I be able to do the interview in Canada? Also, I forgot to mention that I have already been accepted through Quebec. I got the Certificate of Selection (CSQ)...
Anyways, I was hoping if someone who have had personal experience with this matter to share his/her experience with me.

Thank you.

The decison to trnsfer the file is up to the visa officer. You can
request a transfer but thay can deny it. However if you stated the
same reasons they probably would transfer it.

Your case will start at the bottom of the pile.

You cannot have your interview in Canada. Under what circumstances would
you intend to be in Canada?
