On the CIC site it states that all the orriginal documents does not need to
be translated if in English , French or Spanish.
Recently many people got their papers back from Havana with the request to
translate the Marriage certificate , Police clearance and Birth ceritificate

Here are the indications from the CIC site for cuban nationals:

POLICE CERTIFICATES AND CLEARANCES
Police certificates or clearances (antecedentes penales) from each country
in which you and every
one in your family aged 18 years or over have resided six months or more
since reaching 18 years
of age. You must attach the original police document(s). See Appendix B for
special instructions.

Note: If you are a Cuban national, you must send originals of all documents,
unless otherwise instructed.
These will be returned to you after a decision has been made on your
application. If your documents
are not in English, French or Spanish, send a notarized (certified)
translation with a copy of
the originals.

Are you Cuban? Where are you applying, Havana?

I am a Cuban applying in Buffalo NY. I didn't have to send the originals,
only notarized and certified photocopies. I took the originals to the
Interview. But it may be different now, I applied in 2001 and my case is
still not finished.

I never send CIC Police certificates or clearances from Cuba, only from
Canada where I live.
