You don't know that for sure, he 'may' be telling the truth about his intentions, however without legitimate reasons and documentation to back it up then he'll never be allowed his transit visa.

On the other hand he could be planning to skip through the airport never to be seen again.

Either way - thats for immigration to sort out!
