I have sent my application for Permanent residency to Buffalo in May
2002, as I am currently working in Canada on a GATS visa. I understand
that there is a huge backlog in Buffalo and 20 weeks later I have not
yet received my AOR. I am UK citizen and am wondering if it is worth
transferring my application to the UK to speed up the process. A
friend of mine in the same situation sent is application to the UK in
August and has already been asked to go for his medicals.

It is not likely worth it to transfer the application. The UK visa
office is not significantly faster than that in Buffalo (assuming
similar requirements for interviews or granting of waivers). Also the
act of a transfer, if allowed, will substantially delay your case
anyhow.
