Suggestion pls.
I'm currently working here in Saudi Arabia. If I apply PR for Canada it will be through Canadian Embassy in London. My work contract here in Saudi is being renewed every year, so I'm not sure until when I will stay here. is it possible to change my address to my home country (phil.) if I already applied here in Saudi Arabia? What about interview (in case there is), where it will be done?
Or, is it better to apply in Canadian Emabassy in my home country?
Any suggestions?

It is very unlikely that London would transfer the file to Manila. If your in SA and an interview is required, it would probably be in Dubai. Its your decision, but check out the processing times on www.cic.gc.ca , it may help you with your decision.

I saw this on the Draft Settlement Agreement:
File Transfer:
MCI undertakes that Class Members may apply to transfer their applications seeking immigrant visas to another visa office, provided they meet the usual residence requirements for such a transfer, i.e they are a citizen of a country served by the receiving visa office, or have been legally resident in such a country served by the receiving visa office, for a period of one year.

Once the Settlement is approved, do you think my question above is possible?
