short on points-apply?

short on points-apply?
Hello,
We have been looking at immigration to Canada, we counted the points and made our total enough but subsequently did a 'free assessment' on line and were told we could apply under 'discretion' as were a few points short, or brush up on our french skills to gain the extra couple of points required. What is 'discretion' exactly and what could we do to maximise our chances? We have family in Canada, have been in contact with various professional bodies over there to ascertain jobs etc. Would this help?

Discretion is used where the applicant requests, and the Visa officer does
not feel that the points reflect the applicants ability to settle in Canada.
Discretion can either positive of negative. I would not put too much hope
in discretion as less than 3% approval rate where discretion is used.

From what I've heard, if you speak passable French the CSQ route may be
worth a try. Nearest office is in Brussels, if you're in the UK.
