Just had a look myself and it looks like the guidance around staples and paperclips has been removed. I'd personally still stay away from it, though...

Couple of paper clips (e.g. small bulldog to hold small envelope of 2 x PR photos to forms) is okay, but personally I'd stay away from staples and multiple clips.

With budget restraints you would think the Govt would be thankful of people giving them free paper clips and bulldog clips so they don't have to order their own. It must be a taxing and time consuming life for the IRCC employees to remove such items and not realize that the public think they are making their lives easier by presenting a nice neat package for them to review.
I guess if they were that pissed off at you they could put your application to the bottom of the file as I don't think they have the grounds to refuse the package even if you commit the heinous offence of using paper clips.
