I am just wondering what is the current application fee for Returning Resident
Permit. And I remembered you need to enclose 4 passport photos. Is this correct?

I am not an expert or a lawyer, my advise/suggestion is my mere guess that to be
followed at your own risk.

I guess there is no fee for RRP, but only three (not 4) pictures are required. After
reading your post I read this info at
http://www.cic.gc.ca/english/newcomer/return_e.html

At the bottom there is a link which downloads the application in PDF format. This app
form also has a list of docs that need to be presented.
