Default Repost -- Inland Processing Questions

I am married to a Canadian Citizen and am from the US.
We were recently married and filed an extension to allow us time to apply
for Inland PR.
My time expires at the end of June. So far we haven't been able to apply.
We will have the funds necessary in a couple of weeks.
The thing is I won't have gotten my state and FBI clearances back by that
time to send in with the application.
Is this a problem?
Also I have never had a passport before so am going to the US consulate in
Toronto to
apply for one. Does anyone have any idea how long that will take?
I have to send a copy of it with the application, or the whole thing?
I tried calling the consulate and waited on hold for 10 minutes at 1.99 a
minute.
Still they never answered.
Any helpful advice appreciated.
Do you think they would extend me further so I have time to wait for the
clearances and passport?
