Reinstament of PR

My father was granted Permanent residency in 1992 on Entrepreneurship basis. Shortly
thereafter, he had to return to his home country (India) due to his father's sudden
death (my grandfather). In 1994, the Canadian Immigration asked my father to
surrender his Immigration papers as he could not visit Canada during that time.
Now my father again wants to immigrate to Canada on Entrepreneurs basis, as he
already has looked for a business there. Is there any chance that he'll be
granted reinstatment? If so, what does he need to prove? Is there a form assigned
for this purposes.

Your father will have to apply again, there is no such thing as "reinstatement" of
already lost or revoked PR status.
