Default Regarding birth certificates - to Experts

As a part of his immigration application to Canada, my brother has to prove
his relationship to his uncle in Canada. He can perhaps submit the birth
certificates of his father and his uncle to show that they had the same
parents. But they were both born in the 1930s when there was no system to
officially record births. Will Canadian immigration accept birth
certificates issued by the parish church?

Thank you for any help.
