Refiling of PR application

Dear Mr. Andrew Miller:
How many times a candidates can refile his PR application after subsequent refusals?
And also whether a post mortem of the previous application will done for every
refile? Please advice?

There is no limit of the number of times person may file PR application. But there
is no much sense in filing again after refusal if reasons for such refusal still
exist - all your applications' data is permanently in CIC computerized database
accessible by all immigration officers. It is advisable to file a new application
only if substantial facts leading to previous refusal are different at the time of
new filing.
