Default PR Card question

HI,

I am PR, I already stayed in Canada for two years. I lost my job half a year
ago, I would like to go back to China and stay for 2.5 years. During this
2.5 years, I don't want to come back to apply the PR Card. I checked the CIC
website. Is there a way I can come back without PR Card?

No. As of December 31, 2003 all permanent residents returning from
international travel on commercial carriers will need to show their
Permanent Resident Card. In emergency situations, permanent residents may be
issued a one-time-use travel document at a mission abroad.-------

What the meaning of "in emergency situations"?

I called PR hotline today, they said it should be ok, I could apply
emergency visa which is new visa(you can hardly get more information about
it, because it is new). When you apply this visa, you have to prove that you
are a PR. Just show this emergency visa at the port of entry, you won't get
any problem(you have to be 2/5).

Hi there,
I found in the procedure for processing of PR Card( available in CIC
WEB) that you can not apply both for citizenship and PR card together.
Can Mr. Miller confirm this.
