Default PR Card (Landed in Calgary Aug 2013)

OH and I landed in Calgary at the end of last month over labour day weekend. We stayed 1 week to open bank accounts, get SINs (and to spend a few days in the mountains!). Now back in London to plan our move. Landing was pretty straightforward and only took us 20 minutes or so. The only thing which was unexpected was re: PR Cards. We were expecting to be asked for a local address where the cards would be sent (and had this ready). We were told that since we are 'activating residence' not 'taking up residence' they were unable to process our PR cards and that we had to do so from London. The question is where and how? The CIC website says that this is automatically done on arrival:

<If you are immigrating to Canada, you do not need to apply for a permanent resident card (PR card). We will mail your card to you after you get to Canada.>

The immigration woman said that the rules had changed and the website hadn't been updated yet...? Anyway, we found this on the CIC website:

<If you did not provide your Canadian mailing address when you became a permanent resident, you must send us your Canadian address using our online tool within 180 days of becoming a permanent resident.>

We tried to complete the online form but got halfway and apparently "they cannot find a record of us" either with UCI, COPR number or anything else we tried.

Any suggestions? Has this happened to anyone recently?
