There is the additional complication that in Canada (as far as I know)
you need to be accredited by the Canadian professional body as an
engineer before you can call yourself one (in Canada) or work as an
engineer.

You can look for a job, but you can't work if you are there on a visitor visa.

You can't change to a work permit in Canada. If you receive a certified job
offer and you are a US citizen, you could return to the US and obtain the
work permit at the border.
Unless you have some specific skills that an employer requires and is unable
to find in Canada, it is going to be very difficult to get a job offer
certified by HRDC. The employer, to hire a non PR/CC must demonstrate to
HRDC that they have advertised in Canada and they were unable to find a
person with the right skill sets, before HRDC will certify the job for a
foreign worker.
For example under the Software Development Project Pilot it is possible to
obtain a work permit without certification if you the job offer and your
skill set falls within the 7 job description. Or if you are a US or Mexican
citizen the job falls under the NAFTA rules, you maybe entitled to a TN
visa.

You could look for a job all you want. You won't be able to accept one,

offer of employment.

How long it can take in time ? I'm in the same situation. I live in Poland
and I'm going to Canada to live and work there. I'm IT specialist. I will be
in Canada in August and September with a tourist visa. In this time I hope
that I find employer. I'm interesting in procedure about getting work
permit. I mean, I know how this process look but I don't know how long take
several phases. Two months will be enough ?
I have tourist visa to USA too. It will be helpfull of course to go out
Canada - to Buffalo for visa with work permit.
What do you think about this scenario ? Can you share your expeirences with
me?

You'll find that there are only few IT jobs, and practically impossible to get them for immigrants (even native English seniors who already have PR and are there). They do drive taxis there! "Canadian experience" is required.
It's not as easy as for our programmers some 5 (10) years ago.
There's quite good IT job market in Central Europe, so I would at least not cut bridges at home (job, connections...) and I wouldn't announce any overseas plans/ambitions to friends and colleagues (your potential PL employers) - otherwise they won't employ you (invest to you) if they knew you wish to quit.

Can you tell me what kind of jobs are recently on the top in Canada ? I
couldn't find out from this news group. Are you working in IT sector too ?
