Is the letter an assurance that the OP be sure that they will get they visa assuming all their docs, meds and clearance are good??

No, it is not unfortunately. Nothing is guaranteed until visa is issued and applicant lands in Canada as a PR.

In relation to the previous thread we posted regarding the “permanent residence visa in 2005 will be delayed due to target management requirement (Manila)�, we learned from another applicant that he received "the same letter" on June 19, 2005. They had their medicals on February 14. The content of the letter is more or less the same except for the following red highlight lines:
“We regret, however, to inform you that due to target management requirements, we will not be able to issue your permanent residence visa(s) in 2005. You will receive letter from us in December 2005. Should your passport be acceptable, your visa(s) will be issued at the beginning of 2006.The validity of your permanent resident visa will be the validity of your medicals as listed above, and you will be required to land in Canada on or before that date. Should you wish to have a longer validity on your permanent resident visas please contact us immediately and we will be pleased to issue new medical instructions to you and your family members, if any, as well as request updated police certificates and other statutory docs�.
The letter did not mention also the “next stage of the processing�.
The good news part is that, a week after he received another letter from the embassy requesting for their passport! We learned also that the applicant is a provincial nominee.
We would like to ask your opinion, if the “target minimum requirements� means that the Embassy has separate quotas for provincial nominee?

The Immigration and Refugee Protection Regulations establish a provincial nominee class, allowing provinces and territories that have agreements with Citizenship and Immigration Canada to nominate a certain number of workers.
