No Birth Certificate in Manila
I was planning to sponsor my mom. She was born in China and later moved to
the Philippines. China did not issue any birth certificates during her time
so she doesn't have one. She does have Naturalization Papers from the
Philippine Government. Will these docs be able to substitute for a birth
certificate in Manila?
