Is there a charge for filing PNP applications?
If there isn't then perhaps there should be.

Or the provinces need to have some kind of initial screening system to
reject almost immediately those obviously not suitable.

Default Newfoundland processing times

Does anybody know why it takes the Newfoundland government such a long time
to process the provincial nomination application? Mine was sent a year ago.
They sent me a receipt, my file #, and that was it. I was told it would
normally take 2-3 months, one guy told me it had taken him 7 months in 2001
to get his nomination certificate. I've been waiting for a year already,
and the provincial government has not even checked the enclosed references
regarding my work experience, education, etc.
Any ideas about what's going on?

Nothing is going on, your case simply landed in the black hole - all
Provinces with PNP received in past 18 months several times more
applications than their annual allocation of certificates. Remember that if
particular Province has 200 PNP certificates to grant per year and they
received 2,000+ applications then it will take quite a while to even touch
most of them.

What was happening in 2001 is no longer relevant. After introduction of new
immigration law almost everyone who realized that she or he cannot meet new
criteria immediately filed for all available PNP programs.

Obviously Provinces were not prepared for the flood of applications
following introduction of new law.

In this case, what are the current timelines for the Newfoundland (and other
provinces') PNP applications?
I am sure some people who applied for all available PNPs after the new
immigration law went into effect have already received some sort of reply
from the provincial governments.
