Hi When applying a case for canadian immigration through an agent, is it mandatory
for the agent to be a canadian national?

No it is not mandatory. Anyone can be your agent or advisor. Howver if you wish to
access a copy of your file your agent must be a Canadian Citizen or PR of Canada to
obtain infomration form your file.

Only a Canadian citizen or permanent resident can have access to your file so only
they could truly represent you. Jim Humphries, former visa officer

Canadian Access to Information Act and Privacy Act prohibit release of information
pertaining to immigration application to anyone who is not a Canadian resident and
firms not located in Canada. So, hiring an agent who is not a Canadian and resides
outside Canada is not a very good idea if you are looking for real and full
representation. But if help in completing the forms is all you are looking for then
you may hire anyone, but keep in mind that those outside Canada may not have the
access to the up to date rules - only this year the Immigration Manual has been
revised already 4 times.
