SOME GOOD NEWS, FOLKS! GOT INFO THAT THE HIGH COMMISSION WILL BE
COMING OUT WITH A LIST OF CANDIDATES( WHO HAVE APPLIED BEFORE 31 DEC
2002 AND NOT GOT REJECTION LETTERS AS OF 1ST JUNE 2003)UNDER TWO
CATEGORIES, THOSE WHO HAVE TO FACE AN INTERVIEW AND THOSE WHO HAVE GOT
WAIVER. CHANCES ARE IF YOU HAVE SCORED 7+ IN IELTS, YOU STAND A GOOD
CHANCE OF A WAIVER.
THE IMP POINT IS THAT IF YOUR CASE HAS BEEN REJECTED, IT WOULD HAVE
BEEN DONE BEFORE 1ST JUNE.
LETS HOPE FOR THE BEST!

Sorry, but I can't comment on any unsubstantiated rumors and gossips. And
definitely the statement like "if your case has been rejected, it would have
been done before 1st June" is absolutely groundless.

Can you please tell me from which discussion board did you get this

Also which high commmision they are mentioning here.

Thanks for your prompt reply.Did you applied in CHC NewDelhi?If yes
which year you applied?I applied in Feb 2000 in CHC NewDelhi and

This is what was posted on New Delhi HC web site , some time back:

English or French language testing for Skilled Worker Applicants whose
applications were submitted prior to January 1, 2002
This information will be of interest to applicants for permanent
residence in Canada in the skilled worker category whose applications
were submitted prior to January 1, 2002 and have not yet received an
initial evaluation [paper screening].

Based on our current assessment rates, at the initial evaluation stage
approximately 80% of skilled worker applications are determined to
require an interview. An interview is often needed to confirm that an
applicant speaks, reads and writes English or French "fluently" or
"well" since the points awarded for language can be a determining
factor in the success of their application. The remaining 20% of
applicants are either accepted or refused without interview.

Because independent confirmation of claimed language ability could
assist us in determining whether an interview is required to assess
your application, we are giving applicants the opportunity to obtain
an independent assessment of their English language proficiency.

If you are interested in writing a French language proficiency test,
please contact this office for additional instructions.

The assessment of English language proficiency may be obtained by
writing the General Training English Test of the International English
Language Testing System (IELTS). The test assesses English language
ability in listening, reading, writing and speaking, assigning a
bandwidth score ranging from 0 to 9 for each skill. For information
regarding testing centres in India, please click here.

The invitation to undergo language testing and the corresponding grid
applies to applicants who submitted before January 1, 2002 whose
applications have not yet received an initial evaluation [paper
screening].

For your application, only the scores for speaking, reading and
writing will be converted to credits for language ability, according
to the following table:

IELTS BAND SCORE IMMIGRATION LANGUAGE CREDITS
SPEAKING READING WRITING
7.0 to 9.0 = fluently 3 3 3
5.0 to 6.9 = well 2 2 2
4.0 to 4.9 = with difficulty 0 0 0
Less than 4.0 = not at all 0 0 0

Please note that an IELTS test score of 5 or more will not guarantee
an interview waiver. An interview may be required to assess other
factors in your application. In addition, a percentage of applicants
who meet the requirements for a waiver will be interviewed to confirm
the integrity of the IELTS test results.

If you write the IELTS test before February 1, 2003, we will complete
an initial evaluation of your application by March 31, 2003. You will
be advised of the results of our evaluation by June 1, 2003. We will
not respond to inquiries received prior to that date. If an interview
is required for this purpose, you will be interviewed before July 1,
2003.

For applicants whose applications were submitted prior to January 1,
2002 and have not yet received an initial evaluation (paper screening)
who determine that they are unlikely to meet the requirements, a
refund of the processing fees will be provided if they withdraw their
applications.

If you choose not to write the IELTS test, due to a large inventory of
cases pending initial evaluation, it is not likely that we will be
able to complete the initial evaluation of your application by March
31, 2003. After that date, your application will be assessed according
to the selection criteria of the new Immigration and Refugee
Protection Act (IRPA).

The assessment of language proficiency is a key element of Skilled
Worker applications under the Immigration and Refugee Protection Act.
