Default Is it mandatory to include PCCs at the beginning?

I have been waiting for police clearance certificates (PCC) from my wife's home country and the States we have lived for 6 months. They are taking a long time to arrive.

My question is, can I send the application package to CIC Buffalo without all the police certificates? Would they accept it and issue an AOR without PCCs?

We have the FBI clearances with us already and I also have the PCC from my home country. I am an Alberta PNP candidate. Thanks for your time.
