This magic stick of immigration. Is it applicable to Business Class Applicants?

Default This magic stick of immigration. Is it applicable to Business Class Applicants?

A friend of mine applied under old law and waiting his interview
notification like head lost chicken now got his medical papers and
interview waived under new law.

If a Business Class applicant qualifies under new law better than old
law then is it possible for him to get interview waiver? Or all
Business Class applicants (Investor, entrepreneur and self employed)
must have to attend interview.

Expert Please comment.
