Could any body tell me if CIC is still sending Landing Papers for
countries in which there is no local Visa Office (like Qatar) or they
will ask for my passport to be sent to London for Visa Stamping

There are no landing papers anymore. You will be asked to submit passport to
London to have your visa affixed.
