Hey guys,
I got accepted by Quebec and they sent me the CSQ the next day. I can't believe the whole process with them just took 2 and 1/2 months. Then, they told me to send the CSQ along with the other required documents to Buffalo. Then, the guy told me it will take a year to get all the papers done? Is this true..a whole year? Can someone tell me from their experience how long did it take them to get the PR visa after they got the CSQ? Also, can Buffalo reject my application even if my fingerprints and medical is OK?

Another related question: I also applied to the regular PR through Buffalo long before Quebec and I got a response back from them after 6 months saying that they opened a file for me and a case number and that they will get back with me on their final decision after 30 weeks (which is roughly 7 months). A friend of mine told me that if they opened a case # for me then that means that they accepted me and the rest is just paperwork...is that true?

no to both your questions..

csq dosnt gurantee a visa, being selected by quebec means you are just going via the quebec selection criteria instead of the federal points program... you still have to undergo all the other checks...

and opening a file just means that you application has been accepted for processing... till a final decision is made, there is no gurantee..

btw, you cant have more than one pr application in process at the same time.. if you now want to go down the csq route, then you will need to withdraw your federal application..

Applying for Quebec immigration is a 2 stage process - first you must obtain
Quebec Selection Certificate (CSQ) and with such you must apply like anyone
else for Canadian PR visa through proper visa post. Having a CSQ takes care of
selection process only and the rest of processing (assessing admissibility on
medical, criminal or security grounds) has to be done by visa post. Also note
that processing officer has to determine if you have good chance to establish
yourself in Canada and if such determination is negative then visa will be
refused regardless having CSQ (or other Provincial Nominee certificate) and not
being found inadmissible.

I appreciate your input very much. my question, though, is about having two applications going at the same time. I mean by that first I applied to Buffalo consulate directly and submitted all forms, then I applied to Quebec, got the CSQ, and now I have to re-submit all forms again to Buffalo consulate with the CSQ and the fees (but not the ROLF fee, since I paid that already the first time). Buffalo consulate will now have two applications for me: one the regular way, and the other with CSQ. The question is: Will they be ok with having two applications for the same person?

No, it will most likely not be OK. Why would you even think about having both
cases pending - just to confuse visa post and have both going into never ending
loop or be cancelled? Make up your mind, decide where you want to settle in
Canada, keep only that application active and withdraw the other one. Unless
you have nothing better to do for next few years and want to have some fun
trying to clean the mess you created. You got CSQ, so selection process has
been taken care off - why bother with going through selection process with the
other case then? It defies logic...I really don't have time for such
hypothetical...

I replied to Quebec after I applied to Buffalo, not before....You got the order of events messed up. Definitely, if I had applied to Quebec first and got accepted, I would not apply to the other one...But Buffalo takes a long time these days, so I decided to apply to Quebec because someone told me it goes faster. Hope that makes sense.

Sorry, but it doesn't make any sense. You ended up in Buffalo anyway and
remember that those with CSQ are not processed any faster then those without
who get interview waiver. I didn't mess up anything, I understood you
perfectly - and I still am saying that you should decide which application you
want to keep active and withdraw the other one.
