Default ielts score qualifying for 75 points ?

IELTS qualifying marks ?

Before appearing to IELTS I assumed 16 points for english language and 0 points for French because I have complted only 160 hours of French & 160 more hours to go !

In IELTS I got following band score
Listening 6
Reading 6
Writing 7
Speaking 7
--------------------
Average 6.5
===========
This gets me 12 points out of 16 in English as per Canadian web site

Thus, total point score goes to 72 which is less by 3 points to qualify for immigration as per new rules.

Now, my question is....
I am Master's Degree holder in Personnel & HRD and 20 years experience in Bank and working as IT officer. My spouse is graduate and also have 18 years of experience in the same bank.

WHETHER I WILL BE QUALIFIED OTHERWISE ALTHOUGH IELTS BAND SCORE IS 6.5 ?

HOW MUCH WEIGHTAGE DO THE VISA OFFICER GIVES TO ENGLISH LANGUAGE IF OTHER BACKGROUND IS GOOD ?

PLEASE HELP ME .
