I.D cards for new immigrants? Spousal sponsorship

Hi all. It's been 6 months since the Moscow office has created my wife's file based
on our family class sponsorship app, 7 weeks since she had her interview and
medicals. Will my wife now need an I.D card? If so, will this further delay the
process? Also, I thought spousal sponsorships were of the highest priority. Referring
to this N.G and others, every sponsored spouse from eastern europe, or any third
world country for that matter usually takes longer (when you factor in sponsorship
approval) than any other class of immigrant from most anywhere else in the world. One
last thing. Is there a web site where you can view spousal timelines?

It is clear that many visa posts from some areas of the world have a = much higher
work load and more limited staff and resources. This likely = accounts for the
extended times.
However, if you want a political debate, Canada claims not to have = quotas. Some may
argue that by leaving high volume posts understaffed, = this effectively limits the
number of applicants Canada will get from = that area. ie Russia, India, China,
Eastern Europe. =20
My understanding, before the fast tracking of this card, was that a = certain sized
photo was required not the passport sized photos. I would = guess, unless they
changed that, many applicants will be getting = requests for the new size of photo.
There was an instruction sheet with specifics, but I have not seen it = widely used.
