How long does it take to get a PR after medicals are over.

Hello, I am a Canadian Citizen presently residing in Switzerland, I sponsored my
husband for a PR more than 18 months back, my sponsorship was accepted and he applied
for a PR in early 2001. He is an Indian Citizen and so his application was sent to
the Canadian High commision in New Delhi. He finished his medicals here in
Switzerland in April 2001. After that we haven't heard from the High Commision in
India. Does it take more than 6 months to get a PR after the medicals. Any thoughts?
