Goods to Follow List, a year after 'Landing'

Goods to Follow List, a year after 'Landing'
Bit of a confusing situation...
Landed 10/2012 and then went back to UK after a week.
Going back to Toronto next month, and was wondering if I can still provide my Goods To Follow list as we will be settling permanently in 01/2014..
* Do I tell the CSBA officer that I have my list at the passport desk at immigration
or
* Do I show the customs officer on the way out of baggage hall in Pearson?

Tell them at the 1st point when you show them your passport and declaration card.
