Default Getting an LMIA once already employed

I searched the forum but wasn't able to find an answer to this specific question.

If I am employed on an open work permit (a IEC Working Holiday which lasts for 2 years) would I be able to then ask for, and receive, an LMIA from my employer for the same or a different position within the same company?

For example, assume I am hired in a NOC C/D level job, and after several months I get promoted to a NOC A/B level position. Would it then be possible to request an LMIA for that new role? I read somewhere that Permanent LMIAs (which are apparently free and have different criteria) are issued for those in such a position, but I haven't been able to confirm that anywhere.

They're issued for any position - whether that's a new role, an existing one, a company transfer, or a promotion. There's no criteria on a free LMIA other than the usual (i.e. proving no Canadian can do the job etc).
