An International Drivers License is not a drivers license on its own,
and is only a means to "translate" a foreign license and terms to an
international equivalent when used in conjunction with your home country
license.
It is not valid by itself ... if you come to Canada to live you must
meet the rules of the province you settle in.
In general a US license is exchangeable for a comparable Canadian
license but beware of Ontario's graduated scheme if you don't have
enough continuous licensing experience.

Visitors to Canada can simply drive there with a US license.
No international license (which is simply a translation of your
own license into several other languages) is necessary.
If you move to Canada, then you are required to obtain
a license from the government of your province/territory
of residence.
