Default Cost for Visa and Permanent Resident card?

1) Can anyone tell me if a person has to pay a fee to the Canadian embassy where they will be stamping the visa in the passport?
Is this already included in the cost of the application?

2) Also when a person lands in Canada for the first time, is there a fee to have the Permanent Resident card issued and mailed out?

Both are covered by your application fee.
