Companies recruiting.
Is it ok for a Canadian company with LMIA's to stipulate they'll only employ TFW's that are already in Canada and that they're not recruiting abroad at the present time ?

There's nothing to stop them doing that.
There are probably a lot of TFWs in Canada who have lost their jobs and also those who hate the job they got or the employer they work for.
Bringing in 'fresh' TFWs from abroad is supposed to be the last resort after all.
