fair enough, yet why is there a need to send the old document, just because of some old British passport system which is archaic?
I will take the 'kiosk' approach to passport renewal posted two above this.... what about that, a kiosk in every post office?
Or, passport renewal at the provincial drivers license centre

Sending back the passport ENSURES it becomes null and void and cannot be used. If you visit a Passport Canada office you get it back seconds after they hole punch or cut off the corners.
As for the kiosk idea heres a hypothetical scenario.
A criminal gang targets you and want your passport. They force you to go to a kiosk to renew your passport which you then are told to hand over to them and not to report it stolen or your family will meet some unfortunate circumstances.
Highly unlikely BUT possible.
Provincial employees rarely if ever do federal work but federal employees will do Provincial work thats why CBSA collect PST on imported items
You are looking for convenience and Im just pointing out some security concerns with your idea. I expect this to be quashed after review.

maybe for security reasons CIC won't publish the number of passports that are lost?
The UK system of passport handling mailed or courier apparently encounters many lost passports & could this be one reason for not sending in the old Canadian passport?
On renewal passports, surely its no different than when a passport is reported missing or lost, that the current passport with its serial number is cancelled.
In the link below, therefore no need to send in the old one?
Lost, stolen, inaccessible, damaged or found passports

Actually more info came out about this last night on Power & Politics. They had 3 MPs (PC, Lib & NDP) putting their views forward.
It transpired that this was going to be a very limited pilot project and persons chosen for this would have been screened before being invited to participate.
Basically people we think we can trust to apply and destroy their old passport.
So who might these people be mmm MPs because we trust them, oh I know all police officers, military personnel and lawyers can be trusted.
Sorry used car sales people you are not on the list.

Well according to my NEXUS card Im considered to be a trusted traveller so I might be in with a shout though my passport doesn't expire until Sept 2024 so I doubt I will be on the pilot programme.

Not everyone is able to do an on-line renewal, therefore, I would also like to see passport renewals be made available at the provincial drivers license/plate sticker office.... why not?

Pointless maybe and time will tell but we have to keep those employed in Ottawa busy with something after all they are the intelligent ones who come up with these decisions.
