Is it true that a Canadian Travel Passport holder (say, a refugee) may travel without
a visitor's visa to the same countries as any Canadian citizen does?

I think if someone is holding a Canadian passport, the person is a Canadian citizen.
Even if the person was refugee before, the person is a Citizen of Canada. So what
would be difference between the citizens of the same country?

From the description given the person enquiring is holding a Canadian Certificate of
Identity not a citizen passport. They therefore need a visa for most countries. Even
a holder of a Refugee Travel document would mostly need a visa to visit any ohter

The holders of a Canadian "Certificate of Identity" or a Canadian "Travel Document"
are not Canadian Citizens.
Whether they require visas for travel to foreign countries depends entirely on the
other nation, just as the requirement to have a visa for a regular Canadian passport
differs from country to country.
Further, their travel document or certificate of identity may not be valid for travel
to certain countries.
