Default BOWP at airport?

Is it possible to have a bridging open work permit issued when you land in Canada if you meet the criteria?

I'm currently at 4 months until my closed bridging permit expires and my pr is in processing.

I'm flying home for Christmas, when I land back through Toronto if I bring the necessary ancillary information could immigration in Toronto issue me a BOWP so I don't have to send away for it?

Searched and seen alot of bowp questions but not quite this one, CIC info all states about sending away for it ... but he who dares wins eh Rodney?

No - you cannot obtain a bridging open work permit at point of entry
