Bill C-24 comes into effect today
It appears the bill has come into effect today, the cic website however has not updated the information.

Part of Bill C-24 has come into force. Not all of it.

The eligibility page on the CIC website still shows the 3 years in 4 requirement with time before PR counting. Presumably this part of C-24 isn't in effect yet?

Yeah I was planning to maybe apply for Citizenship in November this year once I had my 1095 days - so now that's on hold for another year.
On the plus side allegedly it will be a lot faster to get Citizenship once you apply. since they have (once again allegedly!) streamlined the process, and rather than a Citizenship judge presiding over the application a CIC officer can do it.
They reckon it'll take less than one year, instead of the 2 years it currently takes.
So overall time to get Citizenship probably won't change much - just an extra year before it's submitted.

No, it is your choice, but the 4 years in 6 is not operative as yet, my bet is Canada Day 2015.
