I have a question. Can I apply for Canadian PR and Study Permit / Visa simultaneously?

1. Yes, though they would be two different applications. Unless you are being sponsored as a spouse, you would have to qualify and be selected under Express Entry or one of the Provincial PNP programs.

One more question related to this. I am currently outside Canada. I have received my Post Grad admission in Canadian University for 2019. Should I apply for my Student Visa and PR separately from my current country of residence or just apply for Student Visa now and Apply for PR and Work Permit after one year of my studies in Canada when I am about to complete my course?

If you're eligible to apply for PR now, then personally I wouldn't wait. You don't know what will change in immigration or if the points score will increase, so best to apply now if you can. Plus once you're a PR, you can switch to paying local tuition rates rather than international - usually a big saving!
